From what we know about Fred and addiction the devil card seems on point.  The clarifiers in this read are not particularly alarming so perhaps Fred just had knowledge or wisdom about what happened to Summer.

I think that doing more than read on a person to compare cards is much better before i make any decision, but the way conspire for money and female perp came back up he seems to need further investigation.
